Handed over all the GC Roads to MoIT

As per MoIT order, The Dzongkhag Administration, Thimphu formally handed over all the GC Roads (37.88 km) to the Department of Surface Transport and hereafter in 13 FYP, DoST will renovate and maintain all gewog center roads.
