Dzongkhag Tshogdue

The Dzongkhag Tshogdu Sector of Thimphu Dzongkhag serves as the cornerstone of local governance and participatory decision-making within the district. Established in line with Bhutan’s decentralization policy and the Local Government Act, this sector supports the functioning of the Dzongkhag Tshogdu (DT), which is the highest legislative and policy-making body at the dzongkhag level.

Background

The sector is responsible for coordinating and organizing DT sessions, preparing agenda items based on proposals from the gewogs and dzongkhag sectors, and ensuring that all resolutions passed during the sessions are properly documented and communicated to relevant agencies for implementation.The sector works closely with the elected members of the Dzongkhag Tshogdu, which include Gups and Mangmis from the five gewogs of Chang, Kawang, Mewang, Naro, and Soe. It also facilitates the election of the Dzongkhag Tshogdu Thrizin (Chairperson) and ensures that the democratic process within the DT remains transparent and inclusive. Beyond its administrative role, the Dzongkhag Tshogdu Sector plays a vital part in promoting good governance by monitoring the implementation of development activities and public services approved by the DT, bridging the gap between the gewog administrations, dzongkhag sectors, and central government agencies. Through its work, the sector upholds the spirit of local self-governance, encouraging active community participation and ensuring that the voices and needs of the people of Thimphu Dzongkhag are represented in local policies and plans.
