The Human Resource Sector of Thimphu Dzongkhag is responsible for managing and supporting the most vital asset of the dzongkhag administration: its people. Established to implement and uphold the civil service policies of Bhutan, the sector ensures that all human resource management practices are transparent, efficient, and aligned with national guidelines set by the Royal Civil Service Commission.

Background

Its work covers a wide range of activities, including recruitment, placement, transfers, promotions, training, and capacity development of staff working under the dzongkhag and its five gewogs. Beyond administrative tasks, the Human Resource Sector plays a strategic role in building a professional, motivated, and service-oriented workforce capable of delivering effective public services to the people of Thimphu Dzongkhag. It maintains up-to-date personnel records, manages staff performance evaluations, and identifies training needs to strengthen institutional capacity. By coordinating with sector heads and central agencies, the sector also ensures that staffing levels meet the growing and diverse demands of the dzongkhag. Ultimately, through its work, the Human Resource Sector helps create an environment where civil servants can perform to the best of their ability, supporting the dzongkhag’s vision of good governance and people-centered development.
